If you want to trigger the election in Hateno Village, then you will need to learn about Cece’s secret. Doing this can be a bit complicated as you will need to figure out where she goes at night. Spying on Cece won’t get the Hateno mayoral election started. You will also need to do the first five quests below to help determine who will be Hateno Villages new mayor.

Where Does Cece Go At Night in The Legend of Zelda: Tears of The Kingdom¶
To start the quest Cece’s Secret, you will need to speak with her sister Sophie. Once you do, she will tell you that Cece leaves the shop at night and disappears. Once the quest starts, you will want to position Link all the rooftops across from Cece’s clothing shop directly across from the condemned windmill. Keep in mind if you try to follow her on the ground she will likely spot you throwing off the quest.
At 10 pm, Cecce will emerge from her shop and make her way into the windmill after a short walk. There is a small window across from the roof. Glide over and crouch to crawl inside. A cutscene will play, revealing Cece’s secret to Link. Once you are done, you will need to find and speak with Sophie again at the clothing shop. She will give you ten 
Ironshroom for your trouble. If you have completed the rest of the quests in this change, then Sophie will tell you to speak to her once you want to start the election. As long as it’s not raining, you can immediately do so. If it is raining, just head to the inn and sleep until the next day.
