The Legend of Zelda: Tears of the Kingdom has lots of areas which are awfully cold and will slowly deplete Link’s health, so you’ll need a way to combat it, such as Cold Resistant Food or Armour. The page will navigate you through the necessary steps to getting the Snowquill Armour.

Before you go and tackle the Wind Temple you’ll need to get your hands on the Snowquill Armour Set which can be purchased from the Armour Shop in Rito Village which is in Hebra. It has the Cold Resistance Ability which allows you to comfortably explore the snowy regions without taking too much damage overtime and it comes with a total defense of 9 and can be upgraded to 60 by speaking with the Great 
Fairy. However, this will require lots of materials.
What is The Snowquill Armour Set Bonus¶
We recommend you equip a third piece of armor that has more defense to balance it out. You’ll need 2150 Rupees in total to purchase all three pieces, but two of them will give you more than enough resistance. However, if you get all three pieces and upgrade them twice you’ll be given the set bonus Unfreezable which will prevent you from being frozen by ice attacks from enemies such as the Ice 
Like Like. If you only care for the cold resistance, then you’ll want to go for the Snowquill Headdress and Snowquill Tunic, as they’re the cheapest pieces of the whole set.
Snowquill Armour Upgrade Costs¶
If you want to upgrade the Snowquill Armor in Tears of The Kingdom, then you will need to visit the Great Fairy. There are four scattered throughout Hyrule and in if you have the right monster drops and enough Rupees, then they will upgrade your gear for you. Like most armor, the Snowquill Armor set has a base defense of three. Each armor piece has the same upgrade needs, here is what you need to upgrade each piece to level 20.

Please not that to upgrade your armor to 20, you need to unlock all four Great Fairies across Hyrule.
