As you explore planets and moons in Starfield, you can run around and scan various plants, flora, and fauna. As you do so, you will progress the survey data of a planet. When you complete the survey data of a planet, you have a few options to sell survey data in Starfield:

- Phill Hill in the Broken Tusk on ,
- To Kiosks, often found in the Trade Authority building on all major planets in the game
You can sell survey data to Vladimir or the Trade Authority Kiosks for any data. But, if you have survey data from a planet with life, then you can sell that to Phil. You’ll get a lot more money for selling that data to him too.
To start that process off, you can start a quest from him called Top of the L.I.S.T. This quest will have you look for people who wish to become settlers and get off Mars. From then on, you need to bring him planetary survey data, especially of plants with Oxygen-rich atmospheres with flora and fauna on for it to be deemed habitable. There’s plenty out there once you move away from the Settled Systems, so keep your eyes peeled for planets with life on the fringes of Olympus and Cheyenne if you intend to go surveying planets with life on them.
Meanwhile, you must have unlocked The Eye in the main storyline to sell survey data in Starfield to Vladimir.
