During Chapter 5, if you go to Colony Lambda, you should find two pieces of Info from the residents there that will end up giving you the Bountiful Ether Info. It’s not exactly clear if you have to complete any other quests from this area first, but one quest that is not required is Restart. Once you have the Info, go to any rest spot/canteen to discuss it and unlock the quest.

How to Complete the Surplus Supply Standard Quest¶

Upon unlocking the quest, go ahead and speak with Koji in Colony Lambda, who will be just south of the Clearwater Shelf landmark. Koji agrees that there is an excessive surplus of ether and has no idea how they would use that excess. You will be able to make some suggestions on how to use the ether, with three choices being given. Note that there doesn’t seem to be a wrong answer here, as Koji will simply put that suggestion down, so keep choosing until the quest continues. After the first set, you will see another set of options to choose from, which plays out like the first one.

There’s really no wrong answers in this quest, as you will be allowed to pick another option

After the second set of options, there will be one more, which plays out like the other two. Once you settle on a distribution method, you will need to go and speak with the Nopon trader in the colony. Of course, that Nopon can’t make the decision, and sends you to Zoka. You will be able to find Zoka at the Ruins of Seeba Camp in the Pentelas Region, so fast travel there and speak to him. He will agree to this deal, so report it back to Koji in Colony Lambda to finish the quest.
