WIth the help of Xiao, Kaeya, and the Millelith, you have foiled a plot that has left you not knowing whether to laugh or cry and have succeeded in bringing the foolish criminal behind it to justice and handing them over to the Millelith. Talk to Xiao / Find a good spot for a stall¶
Head to Wangshu Inn and speak with Xiao on the balcony, then speak with Verr Goldet to figure out a way to make Xiao come to the Festival. After figuring out the best method is to bring the festival to him, glide down to the ground floor and search the three potential locations for the stall. Now chat to Huai’an to pick some food for the festive dinner, then go back up to the balcony and tell Xiao to come down.

After you’ve finished the delicious food, go to the Fast Travel located north of Liyue Harbor, then go to the marker in Liyue to watch the lanterns be released to complete the quest.
