Floor 21 features a large tower in the center patrolled by a Guardian Skywatcher, with four other towers near the corners of the room.

Strategy

Guardian Stalkers may be intimidating, but at least they’re grounded. Skywatchers are Stalkers that can fly… Or rather, hover. This makes them harder to outrun, although it is possible if you can climb above them or find somewhere to hide. They’re also harder to fight, since you have less options for dealing with aerial foes.

To save time, we suggest using an Ancient Arrow. But only if you have 4 or more. Climb up one of the corner towers, then observe the Skywatcher’s path around the central tower. When you’re ready, glide down during the Skywatcher’s next approach, then shoot its eye while in mid-air. A direct hit will one-shot the Skywatcher.

If you’re struggling to aim while gliding down, lure the Skywatcher from the ground, towards some tall grass. You can either set the grass alight with the Meteor Rod for example, or let the Skywatcher shoot the grass with its laser. Glide up using the updraft from the burning grass, then shoot the Skywatcher whose eye is focused on you.

Otherwise, if you’ve got no Ancient Arrows to spare or want to save them, there are three options available to you. One, you can keep shooting its eye with regular arrows. Similar to other Guardians, a direct shot will stun the Skywatcher, stopping it from shooting its laser for a while. You can also Stasis it to delay its attacks.

Two, you can climb up the central tower and then throw bombs or shoot Bomb Arrows at it. From that height, the Skywatcher will be unable to attack you, although watch out for flames from stray lasers. It’ll take a while, but if you deal enough damage, you can damage the propellers–once all three are destroyed, the Skywatcher will fall to the ground.

Three, not recommended, but you can also shield parry Skywatchers. Normally, it’s a viable strategy, but due to the Skywatcher’s height, plus the layout of the floor, it’s difficult to lock on to the Skywatcher with ZL to properly parry the lasers. You can still parry the lasers without locking on, but they’ll do less damage–meaning you have to parry lots of lasers.

That said, if you’re very skilled, you can stand on the wooden crate near the base of the tower and lock on to the Skywatcher from there. But as soon as you miss a parry, the crate will likely be destroyed.

Anyway, regardless of your plan of action, be sure to open the chest at the top of the central tower for 5 Bomb Arrows. Also, break the wooden crate and barrels near the base of the central tower for regular arrows.
