This Tower is likely to be the second Tower you run across, as it will give you the map of the region where Kakariko Village is located, your next quest objective if you want to complete the main story.

Dueling Peaks is hard to miss. On the way to Kakariko Village following the footpath, you will see it standing proudly to the left in the middle of a river. You can approach it by crossing the river, but the safest way is by ascending the small hill and Paragliding to it.

There is a small Bokoblin camp right where you will want to Paraglide off of, so you can either clear out the camp or run past them. Either way, the Dueling Peaks Tower is overall fairly straightforward.
