This Shrine is only accessible once you have completed the Shrine Quest, The Spring of Wisdom.

This is a blessing shrine meaning there’s no puzzle to complete - freeing Naydra was hard enough! Open up a well-deserved treasure chest for a Frostspear with a long throw upgrade, and then speak with the monk for an even more well-deserved Spirit Orb.
