There is only one Carbon Ingot in Hordafylke, located at the highest point of the Ulvannos Iron Mine camp.

Carbon Ingot - Ulvannos Iron Mine¶

The Carbon Ingot at Ulvannos Iron Mine can be found in a tent at the top of the mine camp. You can sneak in along the mountainside to avoid the guards if you wish, or you can infiltrate the camp and release the prisoners to help you take control of the camp. Either way, the chest with the ingot is exposed and you won’t need anything special to open it.
