This mystery can be found in the southeast of Eurvicscire, just northwest of Flaneburg Priory.

How to Complete Rodestan Monolith in Eurvicscire¶

When you arrive at the site you should use Odin’s Sight to highlight the markings on the stones. You can read an inscription from Brendan of Clonfert on a stone on the western side of the monument, but this isn’t necessary to complete the mystery.

To align the markings in the correct way, you’ll need to position yourself on the southern side of the monument. Here you’ll find a sheet of ice which can be broken with a melee strike or with an arrow. Once the ice is gone, step into the depression in the ground and face the monument (northward). The camera angle will change once you’re in the correct position, and all you need to do from here is move the camera around to align the markings. Once properly aligned, the mystery will complete.
