Wigmund the Tang is an order member that you will assassinate during the Grantebridgescire story-arc, so he will likely be one of the first order members that you identify in England.

You’ll be able to track down and assassinate Wigmund the Tang during the Grantebridgescire quest, An Island of Eels. You’ll find him at the Isle of Ely monastery.
