This quest is acquired during Chapter 2, about 60 days after the New Troll Sightings event, in fact, and 30 days after Investigate My Death starts. Suffice to say, it’ll occur fairly late into Troll Trouble, and as such we don’t attend to it in the walkthrough until after Troll Trouble is completed, not to mention the companion quests Investigate My Death, Sorrowflow, and most importantly, Shelyn’s Chosen.

In any event, when there’s around 116 days left on the counter for An Ancient Curse, Part 2 (AAC2 +116) you’ll get the event “Linzi Has Something to Discuss”. When you return to your throne room your Councillor will inform you that your treasury has been plundered, setting you back -30 BP. Linzi will show up and ask to speak about it at the tavern.

Once in the tavern, you’ll find Linzi in the corner to the north, and when you talk to her she seems… nervous. Pick any dialogue option the first chance you get and Linzi will admit to being the thief and explain her less-than-stellar reason for the theft. Not many governments would settle for “but I saw something I really wanted!” as an excuse for thievery, but you’ve no choice if you want to continue Linzi’s quest. For your second response, pick any dialogue option other than “You dipped into the treasury?! Anyone else would already be behind bars for this! You’ll return all the money - I don’t care where you get it from - and never mention the publishing house again!”, to continue the quest, otherwise you’ll (rightfully) shut Linzi down.

Once you agree to let the theft slide, she’ll bring up another complication - the printing press hasn’t arrived yet, and with the monsters in the area, it’s no wonder. Linzi wants to go looking for the object of her desire (which you already paid for, we should add), which will take you back to the Swamp Witch’s Hut area (see the link for that area’s walkthrough, if you haven’t been there yet). You’ll get another chance to shut Linzi down here (“What? Not a chance.”), but avoid it and opt to go looking for her printing press to push the quest forward. Either way you’ll earn 112 Experience.

Rest up and be sure to include Linzi in your party before you depart from the capital. To reach the Swamp Witch’s Hut area from your capital (default name Tuskdale), take the following directions:

When you arrive at the Swamp Witch’s Hut area (you’ll appear along the northern edge of the map) follow the road south until you find some bandits arguing beside a cart. These bandits clearly don’t know what they’re stealing, and after they exchange words a bit you’ll get a chance to intervene, either with an [Intimidate 20] check, or by outright attacking. The choice is yours and has no real consequence, but you will earn 45 Experience if you succeed with the intimidation check, as well as a further 67 Experience at the end of the scene.

When you’ve dealt with the bandits, interact with the cart and go through the motions of dialogue with Linzi according to your preference. It doesn’t matter which option you choose in terms of what to print first. At the end of the dialogue you’ll earn 600 Experience. You’ll also be notified that you’ve acquired a free building in the form of a Printing House, which you can build at your leisure in your capital - all you need is a free space for it. The Kingdom Stats you’ll gain from building it are worth more than the 30 BP that Linzi stole, so… all’s well that ends well?

In addition to building the Printing House when you get back to the capital, you’ll also find a new merchant - Tessie the Quill - in the main square (near Hassuf’s stall). She’ll sell books, which… is of dubious value, but worth pointing out nonetheless. After some time passes, you’ll get a scene with Linzi in the Main Square of your capital which serves to introduce Tessie, but nothing of any real substance comes from it.

Despite the building and book-buying you can do when you’re back in the capital, this quest is functionally over when you’re done talking to Linzi in the Swamp Witch’s Hut area.
