This page offers a guide on grabbing the Shine Sprite in Episode 2 of Ricco Harbor. This area is accessed via the Rainbow M on the side of the Boathouse on the west side of Delfino Plaza once you’ve obtained at least 3 Shines and defeated the Polluted Piranha.

Gone Surfing

Immediately from the start of the Course, turn around and head for the pier to spot a Pianta that when interacted with, will allow you to use one of his Bloopers to go surfing. There’s three Bloopers to choose from, each with different stats.

If it’s your first time trying out Blooper Surfing, it can help to go with the Yellow Blooper, just to get used to how it handles and the kind of speeds you can expect. Once you’ve chosen your Blooper, jump on and head across the water, following the trail of Coins through the ink path below where you fought Gooper Blooper in the previous Episode.

You’ll automatically speak to a Pianta once you pass through the tunnel who will offer a Shine should you be able to beat his course in less than 45 seconds so if you’re confident in your handling abilities, by all means go with the Pink Blooper to give yourself a speed advantage.

The idea is to avoid all of the hazards as they’ll not only slow you down, but cost you a life however none of the corners are sharp and you can easily beat the time with a Yellow Blooper should you avoid the obstacles. To cut down on time even more, as you approach one of the final turns (shown in the screenshot below), you can leap over the side to skip the corner entirely, saving precious seconds. Once you reach the end of the course within 45 seconds, the friendly Pianta will toss aside a Shine for you to pocket.
