You will find this star a little higher up than the previous one, so you should know how to get to the cage with the one star inside it. Upon getting to that cage, you will want to jump on top of it, so do that and there will be another path on the other side. This will lead you to a vertically-moving platform (if time is moving), bringing you to a pole you can climb. If time isn’t moving, then you will likely need a bigger jump to reach the pole, like a Side Somersault or a Triple Jump. Of course, you don’t have a lot of room here, so be extra careful not to fall.

There are gaps in between the central walkway and the others

Once you climb the pole (and get a free 1-Up at the top), you should see two ways to go. There will be another vertically-moving platform next to the pole and the other way is a flat area with a Heave-Ho. Head past the Heave-Ho and jump over the triangular-shaped platform, to another smaller area. There will be two pendulums here, along with some thinner walkways. Navigate your way past them, noting that there are gaps in between the walkways connecting the two horizontal ones, to the star in the corner.
