You might not know where this star is located, as it’s a bit out of the way from the main path, but it definitely helps to have time standing still for it. You will be going up to the point where you have to climb the pole, which will involve a little platforming in order to get to it. Once you get there, jump on top of the platform next to the pole, then do the usual Side Somersault into a Wall Jump to get to the platform above it. You should see a mesh area nearby, which is actually above The Pit and the Pendulums star.

Jump on that mesh-like area and look for three moving bars on the higher ledge. If time is moving, then you will need to time your jumps, but the moving bars are sticking straight up if time is standing still. Make your way to the top one and you will be right next to the entrance of a small cage. Jump inside and grab the star.
