This page explains how to obtain 
Rotom and change its form in Pokémon Brilliant Diamond and Shining Pearl (BDSP).
Rotom Location¶

Rotom is an Electric and Ghost-type only available after obtaining the National Pokédex (during the postgame). When it’s Night, head over to the Old Chateau, towards the north side of Eterna Forest. You’ll likely bump into a totally-not-afraid Gardenia along the way.
Inside the chateau, go up the stairs and enter the central door towards the back. You’ll arrive at a long corridor. Enter the first door on your left. In front, there should be an old-school TV that’s turned on. Inspect the TV and you can choose to battle a wild Rotom that’s inside. This is your one and only chance to catch Rotom, so make it count!

Since you’re in the postgame, you might be expecting Rotom to be higher Level, but nope, it’s quite low Level. As such, you may have to switch out your veteran team members with weaker ones, so you don’t faint Rotom straightaway.
Because Rotom is a Ghost-type, False Swipe won’t work, so you’ll have to do this the old fashioned way, unless your Pokémon has Foresight or Odour Sleuth. Similarly, Rotom cannot be paralyzed with Thunder Wave. Don’t forget you can take advantage of the night by throwing Dusk Balls.
After catching Rotom, you’ll also receive the Secret Key, but you might not know what it’s used for…
Where to Use the Secret Key¶

Without a guide, good luck figuring out where the Secret Key should go. What you want to do is head to the Team Galactic Eterna Building, in Eterna City. When you enter, head towards the top-left corner where there’s a gap next to the cupboards.
Press the A button in front of the gap and a secret door will appear. Through the door, you’ll arrive in a curious room with orange electrical appliances lined up in a row. Inspect any of the appliances with Rotom in your party and allow Rotom to enter the appliance. Your Rotom will change forms to match the appliance and you’ll obtain the Rotom Catalog.

The Rotom Catalog is a key item that allows you to change Rotom’s form. First, inspect all 5 electrical appliances in the secret room and let Rotom enter each of them. Rotom will change forms to match the appliance and the appliance will be added to the Rotom Catalog so you can change into that form wherever you are.
