The Friends of the People side quest in Final Fantasy 16 can be acquired in 
Northreach once you reach The Dame main quest. Here you’ll find a person named Mathieu who wishes to treat the local Bearers a bit better than their masters. We’ll take you through the necessary steps to completion and how to find the !bearers
Speak with Mathieu to begin the Friends of the People quest.
Clive is asked to deliver food to various overworked Bearers around Northreach by a certain concerned noble.
How to Start the Friends of the People Side Quest in Final Fantasy 16¶
First things first, you’ll need to have completed the main story 
Righting Wrongs, and be on The Dame. When those requirements have been met, head over to Mathieu and you’ll learn that there are three overworked Bearers and he wishes to give them some food as their masters have no interest in doing it themselves, so he requests that you deliver the food to them discreetly.
Where to Find the Bearers¶
Once you’ve finished speaking with Mathieu, open up your map and you’ll notice two circles in the Imperial Training Grounds and one in The Dragon’s Armer. Here you’ll want to avoid the person attempting to heal the soldier in the center of the training grounds for now and instead head to the north of the area to find a Bearer drying some laundry. Speak with them and give them a Bearer Comestibles and you’ll learn a little bit more about their situation.

Next up, explore the surrounding area for chests as they may contain useful accessories which will make future side/main quests easier, then you’ll want to head over to The Dragon Armer and give this mistreated Bearer some Comestibles, then return to the Bearer in the training ground and give him your last Comestible. Finally, return to 
The Veil and speak with the Veil Courtsan to bring this quest to a close. Here you’ll be rewarded with 
Magicked Ash x25. This can be used at the Blacksmith to craft or upgrade weapons.
