The On Balance side quest in Final Fantasy 16 can be acquired in 
The Hideaway once you reach the Things Fall Apart main quest. Here you’ll find a person named Shirleigh and she’ll ask you to find the missing scales. We’ll take you through the necessary steps to completion and where to find the scales.
Speak with Shirleigh in The Shelves to begin this quest.

How to Start the On Balance Side Quest in Final Fantasy 16¶
First things first, you’ll need to have completed the main story mission Fire in the Sky, and be on Things Fall Apart. When those requirements have been met, head over to Shirleigh who can be found in The Shelves area of the Hideaway. Speak with her and you’ll learn that she needs help with finding one of the scales she was using for her class, as it has gone missing. Unfortunately, she thinks one of the students has taken it, so she’s asked you to step in and see if they are more honest to Cid.
Where to Find the Scales in FF16¶
Once you’ve finished speaking with Shirleigh, head on over to The Atrium and you’ll discover the scales are laying on the table in front of them. However, they’ve taken it apart and can’t seem to remember how to put it back together and Shirleigh won’t be happy if she finds out they’re broken. Interact with the pieces and inspect The Arm, Pans and Gear, then Clive will teach the kids what each piece does and rebuild it for them.

You’ll now want to return to Shirleigh in The Shelves, but along the way you’ll want to visit the Forge to see if there are any new weapons you can craft which will make future side quests easier. Additionally, be sure to check out the shop and stock up on Positions. Finally, speak with Shirleigh to give her the good news then the quest will come to a close and you’ll be rewarded with 
Black Blood x1 and 
Gil Bug x1. Both of these items are intended to be sold for a large sum of gil.
