Making Kadara Viable¶
When you approach a candidate outpost site - which is northeast of the western-most monolith, or southwest of where Vehn Terev buried his Datapad during the quest “Hunting the Archon” - this quest will start. That being the case, if you’re following this guide it should start as you’re seeing to the aforementioned quest. In all probability, the quest “Healing Kadara’s Heart” will begin immediately before this one, as you drive near the western-most monolith (and through the future outpost site) en route to Vehn Terev’s Datapad. This is all well and good, as SAM points out, any outpost with a decent shot at long-term prosperity is going to need the water situation on Kadara dealt with, first. More than that, though, you’ll have to settle Kadara’s political instability before you set down roots, which means playing kingmaker between the Outcasts and the Collective. Simply put, you’ve got a bit of work to do before worrying about colonizing Kadara.
In fact, there’s a laundry list of objectives you have to complete for this quest (more objectives will appear as you complete certain quests, these are just the starting objectives):
- Look for signs of violence between rival factions in Kadara Port
- Investigate drug use in Kadara slums
- Ask Outcast leadership about trouble on Kadara
- Stabilize Kadara’s environment by resetting the vault
- Reach 40% viability on Kadara
- Find outpost site
The objective “Find an outpost site” should, if you’re following this guide, be completed en route to finding Vehn Terev’s datapad.
The objective “Investigate drug use in Kadara Port” can be completed… or rather, updated, by talking to Dr. Nakamoto in Kadara Slums and starting the quest “Modern Medicine”, which will change the objective to “Help Dr. Nakamoto retrieve the formula”.
The objective “Look for signs of violence between rival factions in Kadara Port” will be resolved when you scan the murdered Angara in Kadara Port as part of the quest “Murder in Kadara Port” and will be replaced with “Work with Reyes”.
After traveling to the badlands, return to Kadara Port and talk to Kaetus in Outcast Headquarters, who will give you the quest “Behind Enemy Lines”. This will replace the objective “Ask Outcast leadership about trouble on Kadara” with “Help Kaetus with the Kett on Kadara”.
So, simply put to build a settlement on Kadara you’ll need to complete the quests “Modern Medicine”, “Murder in Kadara Port”, “A People Divided”, “Precious Cargo”, “Night on the Town”, “Behind Enemy Lines”, “High Noon” and “Healing Kadara’s Heart”, which should also be more than enough to get your 40% Kadara viability.
Setting Up the Settlement¶
After you complete that extensive list of viability-improving tasks, make your way to the settlement site and activate the Outpost Beacon to deploy the settlement. Once done, there are a few things you can do… after you conclude your obligatory holo-chat with Addison, anyways. First, grab an Initiative Shuttle Model off the desk in the building you find yourself in after talking to Addison, then leave the building. Establishing a settlement on Kadara will earn you 1,600 AVP and +20% Kadara viability.
There’s an odd collection of folks you can talk to. Below the building you talked to Addison in you’ll find Dr. Nakamoto, who traded up from his shipping crate to this superior facility. In the series of structures to the west you’ll find Rif, Nesi Cartar, a Research Station and an Adapted Initiative Core Tech device you can scan. If you make your way southeast from the building you talked to Addison in you’ll find a building with Dru Senecus in it. Most of these characters are only good for trivial chatter, if that interests you.
If not, continue to the southeastern most structure in the settlement (where the shuttles land) to find the mayor of this settlement - Christmas Tate. Chat with him and he’ll tell you about some weird machine-worshiping cult, the leader of which recently went missing. By now, you should have a clue what this “Old Skinner”, and this starts a quest of the same name. You’ll get around to this after everything else on Kadara is dealt with.
