You can purchase the Utaru Ritesinger Outfit from the Stitcher who has setup camp in Thornmarsh. You’ll need a Ravager Circulator which is an Uncommon Drop from Ravagers and a Large Machine Core which drops from large machines, such as a Tremortusk.
