You can purchase the Utaru Winterweave from the Stitcher who has setup camp in Thornmarsh. You’ll need a Tremortusk Circulator which is an Uncommon Drop from Tremortusks and you’ll need an Apex Dreadwing Heart which is a Very Rare drop from Apex Dreadwings.
