High-quality Pelt can be obtained from certain small monsters at High Rank only.

As you can see, just like the Low Rank’s Warm Pelt, you have a better chance of getting High-quality Pelts from Kelbi.

We recommend heading to areas 11 and 13 of the Shrine Ruins on High Rank to find Kelbi. If you’ve unlocked the sub-camp here, you can reach those areas very quickly.
