The State Official tasks you with returning to Damascus Gate Prison to deal with a new target. This time, though, you have to take the hard way into the prison, and there is no shortage of guards waiting for you. For the most part, you will likely find yourself having to restart the mission, as it’s difficult to chart a safe path without being spotted. The guide below goes over how to complete The State Official contract and how to free all three prisoners.
The State Official will appear after you have progressed the main story of the game.
When Does The State Official Contract Become Available?¶
The State Official won’t become available until you have completed the main story quest Jailbreak and the contract, The Concubine. Once these two tasks are complete, you should see The State Official contract appear on the board at the bureau. Head on down and grab it from the board when you are ready to start. Keep in mind that you will need to go to the contract section of your menu to begin tracking its location.
How to Free The Prisoners¶
The State Official sends you back inside the walls of Damascus Gate Prison. The big difference is that there isn’t a merchant to help you sneak in easily this time. Your best bet is to climb up the walls and try your best not to garner the attention of guards. You will quickly notice that there are more guards than you can handle in a fight, and assassinating them is hard due to the way they are set up. Your best bet is to pick a concealed path and work your way down it. If there is a guard in your way, take him out and make sure the corpse is hidden before proceeding onward. We found that sneaking in from the south side of the prison worked best.
If you do alert multiple guards, chances are they will sound the bell or a horn, pretty much forcing you to run and start the contract over again. Once you’ve secured a route, make your way to the yard in the center of the prison. This is where your target will be, as well as the prisoners you are tasked with freeing for the extra reward. Use your Eagle Vision here to spot the guard with the key and assassinate him to take it. This can be done easily by sitting above him until he comes close enough for an air assassination. Once this is done, use your Eagle Vision again. There will be three blue prisoners, one on the second floor and two on the bottom floor.
Make your way to the prisoner on the second floor first, as that’s also where you will assassinate the guard with the key. Kill any guards along the way to his cell and free him. There will be a set of stairs leading to the first floor near his cell. Take them down and free the next two prisoners. They will now help you kill any remaining guards. The target is also wandering around on this floor and has the quest marker above his head. There is a chance the prisoners will kill him on their own, but it’s best you do the job just to make sure.

He will fight back against you and will likely already be alerted since the prisoners are rampaging through any guards they spot. Go ahead and wipe him out. After this, leave the prison. You don’t need to speak with anyone to complete the quest; it will automatically wrap up once you are outside the restricted area and there are no guards actively pursuing you.
The State Official Rewards¶
Once you escape Damascus Gate Prison, you will receive 45 components, two Power Favor tokens, and two skill points for completing the contract. If you managed to free all three prisoners, then you will also be awarded 65 Dirhams and two more Power Favor tokens. Once the rewards are given out, The State Official contract will officially be complete. The Informant contract will also be unlocked at the bureau.
