After you’ve explored Crossbell, completed all the new requests for this day (Fishing for Ingredients!, Testaments Training, East Crossbell Highway Monster Extermination and Rare Herb Retrieval), and perhaps got some fishing in with the Feather Tackle, it’s time to continue your investigation.

Threat Letter Investigation - IBC Building

This phase of the Threat Letter investigation is very similar to the previous one - lots of running around and triggering scenes, sometimes by just entering various areas, other times by talking to characters. Either way, there’s going to be a lot of chatter as the plot lurches forward and very little action.

When you’re ready to begin the investigation, make your way to the IBC building (north of the Harbor District) to trigger a scene where Elie resolves her conflict with Ernest and seemingly ends any immediate risk of the SSS’s ranks depleting. This conversation also foreshadows the festival around which next Chapter’s events will revolve, for what that’s worth. After Ernest is gone, another pest will arrive and babble before leaving.

Enter the IBC building and talk to Receptionist Lanfei, where Elie will use her clout to grease the wheels and get a meeting well above our pay grade. You’ll be given an IBC ID Card with which you can access the elevator (through the doors to the south, then east), and once aboard you’ll need to ride up to 16F when prompted… not that there are other options.

The elevator will do its thing and after gawking at the view you’ll need to make your way down the hallway to the north. Interact with the double doors at the end of the hallway to kick off your meeting with the IBC CEO. You’ll need to sift through a great deal of dialog - generously half of which is on-topic - after which you’ll be given permission to investigate the terminal room, although this privilege comes at the high cost of enduring the antics of the hitherto unmentioned Bell, Elie’s best friend.

Once Bell’s shakedown has ended you’ll find yourself outside Mr. Crois office. Enter the elevator and you’ll automatically ride down to B5, whereupon you’ll be subjected to a scene on the elevator as it descends, a second scene immediately after exiting the elevator and a third after descending the stairs and entering the terminal room. Read through all the exposition and at length Tio’s technological aptitude will discover the lead we need, which points us to a terminal in Geofront’s B Sector.

Threat Letter Investigation - Accessing Geofront B Sector

You know where you have to go, but getting there is going to take a bit more running around. Return to the elevator and ride back up to 1F and exit the IBC building to trigger another conversation.

Make your way to the Administrative District and enter the Crossbell City Hall building, inside of which you’ll find Receptionist Schion. Talk to her and she will fetch you the Geofront B Key without too much fuss, after which you’ll need to head to the Residential District and head downstairs to find the door leading to the Geofront - B Sector dungeon.
