You can access this request from Anthe (clothier in Jubilife Village) after completing Request 24, 45 and 63. This is the last request that you can accept from Anthe and this time, she will ask that you give her x1 Red Shard, x1 Blue Shard and x1 Green Shard.
Where to Find Shards in ARCEUS¶
Shards are only obtainable from Space-Time Distortions, which are limited-time events that happen randomly anywhere (except Jubilife Village). You’ll get a notification on your screen and a marker on the map when a Space-Time Distortion is occuring in the region you’re in.

When you enter into the Space-Time Distortion area (designated by a purple dome), you’ll find lots of random Pokémon that can be stronger and rarer than the usual Pokémon found in that area. You’ll also have the opportunity to pick up some rare items on the ground, including (but not limited to) red, blue and green shards. Once you’ve got one of each shard color (red, blue, green), head back to Anthe and hand them over. You’ll unlock even more clothing options available to purchase at her shop!
