Head to West Wind Estate¶
Head Southwest of the Grand Imperial Mall Fast Travel to find this NCART Station.
Find the van in the NCART Tunnels¶
Once you’ve reached the area, sneak down the stairs, then wait for the enemy to look away before continuing down to the bottom. From here, wait for the two guys to turn away after their conversation has come to a close, then hug the right side of the area and towards the van.

Wait until this guard looks away before continuing down the stairs (left), then when you reach the center of the room, wait for the next guard to move away from the van then run over to it. (right)
Wait for the Animal in the middle to walk away, then quickly get in the van and race off. Finally, park the van at the marker on your map to complete the job.
