Matt Liaw is a Cyberpsycho you’ll encounter in Cyberpunk 2077. You’ll find him in Northside and is available after completing the Main Job, The Rescue.

Head North of the Charter St Fast Travel to find Matt Liaw lurking around an incomplete highway.
Neutralize Matt Liaw¶
Matt Liaw uses a Sniper Rifle, so you’ll want to walk along the right side of the road and use the box and containers as cover to get closer to him. From here, you’ll want to wait until he loses sight of you and then sneak up behind him and take him down with a headshot.

If you end up getting too near to Matt, he’ll bring out an SMG which can drain your HP quickly, so use the Weapon Malfunction Quickhack on him to give you a few seconds to get some damage in. If you dont have this Quickhack, use any cover you can find and take one or two shots.
After you’ve defeated Matt, read the messages on the computer in the container and send the information to Regina to complete the job.
