You will find the Evil Eye in Lake Macalania, which is the frozen area after Macalania Woods. It is a flying fiend, so it’s a little harder to hit for those without high accuracy (Tidus and Wakka). Despite being weak to fire, it does have high magic defense, but its health should be low enough for Lulu to blast it with something like Fira. Note that while it only does a normal attack, said attack can inflict Confusion on the character it hits.
The version of the Evil Eye you find in Home is not much different than the one in Lake Macalania. Its normal attack can still inflict Confusion and it has the same fire weakness, as well as the same high magic defense. The only difference is that you can always steal a Musk from it, unlike with the other version.
