Speak with Jacob on the 2F of the Normandy.

Jacob is one of three potential romances you can do as a Female Shepard. Before you can get started with forming a relationship with Jacob, you’ll need to complete his Loyalty mission, Jacob: The Gift of Greatness.

Upon completing the loyalty mission, speak with Jacob and pick the following dialogue choices to progress the romance. “Let’s just talk. Personal” followed by “I want to try”. Once you’ve completed a main story mission, speak with Jacob again and pick any option other than “Too serious. Let’s stop” to avoid stopping the romance.
