This assignment will take place entirely during the mission Dossier: The Justicar, which you can’t start until after you finish the mission on Horizon. After completing the mission on Horizon, land on Illium and talk to Liara, who will tell you about Thane and Samara. After talking to Liara, head to the southern-most section of Illium and talk to Officer Dara, who will tell you about Samara and tell you how to reach the Justicar. You can even opt to start this mission during the conversation, if you wish. Failing that, head over to the nearby Taxi Stand to take a cab to start the mission.

This is as close to a one-step assignment as you’ll find in Mass Effect 2. You can overhear an Asari scheming about pilfering some goods near the Taxi Stand in Illium, but this has no bearing on the assignment whatsoever.

When you’re on the aforementioned mission, talk to Pitne For, then talk to Detective Ayana to gain access to the crime scene. Pass through the blue police “tape” and immediately examine a Shipping Details console and upload its contents, which will start (and all but complete) this assignment.

Once you’re done with Dossier: The Justicar, return to Illium and you’ll be approached by a krogan, who will thank you for uploading the data and reward you. This completes the assignment.
