This assignment is a bit odd in that it can be started two ways: either by completing Thane’s loyalty mission or by picking up the Fake IDs during Garrus’s loyalty mission. In the latter case, while the assignment will appear in your journal, the characters you need to talk to in order to complete the assignment will not appear, so you can’t actually complete the assignment unless you complete Thane’s loyalty mission. Long story short, you’ll need to complete Thane’s loyalty mission before you can complete this assignment, and you probably won’t be able to start Thane’s loyalty mission until after you complete the Collector Ship core mission.

Once you’ve started this assignment by completing Thane’s loyalty mission (and perhaps Garrus’s loyalty mission) head to the Citadel and make your way to the stairwell connecting Level 27 and Level 26 - from the security checkpoint, just turn left (west). On some benches near the stairs you’ll find two seated asari, including Kalara Tomi, whom you’ll need to talk to in order to advance this assignment.

Talk to Kalara and listen to her woes; she’s been flagged as a “potential risk for geth infiltration”, as absurd as that is. There are two ways to get her out of this bind; give her the Fake IDs you could have acquired during Garrus’s loyalty mission (they’re in the control room near the end of the mission, in the room with the shutters just before the Sniper Rifle Damage upgrade) or talk to the C-Sec Customs Officer near where you arrive on the Citadel every time you dock (southern end of the Citadel, past the security checkpoint). In the latter case you’ll have to pass a Paragon/Renegade check. The reward is the same either way:
