Silent Key won’t be unlocked until Chapter 7, after completing “Operation Homecoming”, which unlocks Bazz in West Nesher, as well as Veill Desolands, the region that the dungeon is located. This is an important dungeon, as it houses the Setzer, the airship you can control. There is a save point (the only instance in the game where a normal dungeon has one) in the first area of the dungeon.
The dungeon also houses Iron and Red Giants, annoying enemies that are more of a nuisance than actually dangerous. In order to unlock the airship, you’ll have to visit the four dead ends to interact with something that will unlock the northern door in the main hall. The unlocked area is where you will get the Setzer.
