Location: MDPL-05 Power Station

In the far north-west corner of the world map you’ll find the power station. Pick a hard lock, and you’ll find the schematic on the ground near a Dean’s Electronics book and a skeleton.

Location: Tenpenny Tower - Lobby (Lydia Montenegro)

She runs a shop called “Boutique Le Chic.” All you have to do is buy the schematic off of her, and you’re good to go.

Location: Temple of the Union (Hannibal Hamlin)

Bring back a picture of the Lincoln Memorial and clear out the slavers for Hannibal and his fellow slaves and you’ll be rewarded with this Schematic for resolving the quest “Head of State” in a goodly fashion.
