Work your way to the right and then down, only one fight on this floor is necessary. But don’t ignore the Nurse fight before the stairway to the next floor as she will act as a Pokémon Center if you beat her.

How anticlimatic, but at least it’s easy. Now, about getting back down…
Head up to speak with the gym leader up here and ring the bell as she asks.
Now, if you head all the way back to Mistralton City, you can finally challenge the gym. If you haven’t already been, the gym is located to the left of the city and upward. There, follow the runway all the way north and you’ll find the gym up next to the cliff.
