You need to be playing as Piccolo in order to begin this substory. This substory only appears if you use the Dragon Balls to wish back Raditz and can be started as soon as Intermission 2. Once you do that, you will find Raditz in the East Ravine Area, right next to the crater where he first landed. Speak to him as Piccolo to start the fight. He will be accompanied by two Saibamen, but they are level 25 and should be of no threat to you at all. As far as Raditz is concerned, he should have his entire arsenal at his disposal, but it appears he can only use Cyclone Monday and Saturday Crash. The fact that you can bring support characters with you makes this a lot easier, depending on your and their levels.
