With the highest base +Magic Find of any belt and few other useful stats (save +Increased Attack Speed), Goldwrap is basically the belt version of Chance Guards. Tal Rasha’s Fine-Spun Cloth belt can, with two other set items equipped - achieve more Magic Find, but unless you’re a Sorceress wearing Tal Rasha’s Adjudication (amulet) and Tal Rasha’s Guardianship (armor), this is probably the best pure Magic Find belt you can find.

While Goldwrap’s item type (Heavy Belt) should start appearing in Act 2, it’s iLv (36) will ensure this belt likely won’t drop until the end of Normal difficulty. That said, it’s not a terribly rare item, being available throughout Nightmare and Hell difficulty. You’ll likely find it farming Andariel and Mephisto on Nightmare difficulty or above.
