To informally start this sidequest, find the boy in yellow who hangs around the Reveler’s Quarter near the Tour Guide. Let him walk up to you and steal from you. When he does so, chase him down and confront him. He will give you your money back.
Find Gregory at the top of the stairs in Central Avenue and tell him what happened. He asks that you deliver a letter to Pickett. Return to Pickett and let him steal off you again. Confront him again for a cutscene. Afterwards, return to Gregory and let him know what happened to complete this easy quest.
After Pickett has stolen the letter, return to Gregory to complete the quest.
