You must speak to Tobias at his store in Ruffian and look at his wares to begin the quest. You then need to complete “His Wife’s Dream” to ensure Ramon, Tobias’s rival, gets back in business. Return to Tobias with that accomplished to complete the quest. Tobias’s wares will expand considerably afterwards.
