You will need to pay a visit to the Maitre D’ at the Banquet of the Lord restaurant for the Bacchus’s Brew . Hand over 1000 Gil and then return to the plastered technician. Adding to his intoxication is probably not the best idea given his job, but Lightning appears to have no qualms about it so hand over the drink and claim your reward.
Speak to the Maitre D’ who will offer you the Bacchus’s Brew.
