This quest begins after you read Ranulph’s journal and return it to him in “The Avid Reader”. Though you automatically fail that quest, this quest offers superior rewards. Start by talking to Armand, the reporter whom you spoke with for the “ Buried Passion “ quest. You must have completed Buried Passion before you can continue this quest and you cannot begin it until a day after you finish Buried Passion.
Speak with Armand who requires a favour, namely the completion of “Fuzzy Search” or “Born From Chaos”. You may have already completed these by now, and it is very likely if you were following the walkthrough. Your next task is to speak to Reddick in the Warren. Finally, head back to Ranulph at his normal spot between 05:00 - 23:00 to complete the quest.
