Head to the Industrial Area and speak to the Suspicious Gatekeeper to start the quest. You have to defeat 30 Niblets for the Niblet Defeater Emblem requirement. Head in there and kill them. They can appear in huge groups like ten at once so you should complete it quickly. Once you have 30, Wedge will announce it over the speaker so return to him. If you have killed all Niblets prior to this, you can find the emblems just inside the area.
You receive one Emblem per Niblet.
