There are a number of side quests in Like a Dragon: Pirate Yakuza in Hawaii, called Substories, which are separate from the main quest and are worth your time in doing them. Early on in your adventure, during your visit to Hawaii, you will meet an older man by the name of Oka, who helped develop the Street Surfer.
You’ll run into Oka while you’re doing the main story.
Substory 2 Location¶
You will automatically do this Substory as part of the main story. After meeting up with Clark, and subsequently Julie, they check out your ship and get ready to work on it, assuming you come up with the cash. To find some leads on how to make some money, Noah suggests going back to Revolve and asking Kei and the Bartender. During this portion, you won’t be able to fast travel back, so you’ll have to make the trek back on foot. As you get close to the street from the beach, a cutscene will occur and this Substory will begin.
Substory 2 Walkthrough¶
The older man will introduce himself as the inventory of the Street Surfer, and is named Oka. To determine its safety, he suggests that Majima take it for a test drive, so you do just that. You don’t have to go very far here and can just go straight, but you can get a little accustomed to the Street Surfer here, if you want. Pressing R2/RT will activate auto-cruise, where you don’t need to push forward to make the thing move. After your little test drive, Noah goes for one as well, but things go a little wrong, as he bumps into some people.

These people get a little carried away and try to scam you out of some money, but Majima sees it for what it is and they instead trigger a fight with you. These idiots aren’t worth your time, as they will go down pretty quickly. After suffering what are probably some real injuries, the men scamper off and that pretty much sums up the Substory here.
Substory 2 Rewards¶
After Noah’s bumpy test ride, as well as his praise of the wheels, Oka decides to give both of you a Street Surfer for free. He also points out the Oka Charger, which is where you’ll go if you need to replenish the battery on the Street Surfer, although this will cost you some money. These chargers are also where you go if you wish to customize your Street Surfer, as you can get said customizations all throughout Hawaii, through various means. The last reward here is that Oka will join your pirate crew, so he’s officially the first recruit.
