Return to Duval and turn in the Beautiful Feathers to the girl at the station, marked with a green (!), and then return to the job board and turn in the Girl’s Job Report to complete the quest and earn the reward.

Turn in the Beautiful Feathers to complete a job and make sure to pay Nova, for the first of many times.

You may also have had Nova request you to pay up your first increment of debt and received the skit Call from Nova 1 . This also means that your movement restriction has been moved and you can head off to Trigleph via the train.
