Armor is unlocked in the shop in the same manner as all other equipment in the game, by selling the materials dropped by Shadows to the shop. They are organized by who can equip them and remember that starting equipment will be sold after loading up a Clear Data save (beat the game).

Note that all of the ultimate armors (sans the final armor in the lists) in the game require an Adamas Steel, which you get from completing The Power of the Wild Card request. Also, the last armor in the lists require a Fearsome Shard, which you can get by sacrificing Zeus in the Velvet Room.
