As you progress through Persona 5 Tactica, you’ll unlock Persona Fusion. What this does is allow you to combine the various Persona you’ve collected to create a new Persona. Unlike the mainline titles, Personas can only have two skills maximum, one that they come with, and one which you can inherit from the Personas you fused together. The limitations on the number of skills you can equip make creating the perfect Persona a lot more difficult. Fortunately, you can find a list of all the inheritable passive skills in the game right here which should aid in your quest to build the strongest Persona.

Best Passive Skills
Saying that, there are a lot of good skills to take, but due to you being restricted to two skills per Persona, Invigorate should definitely be one of them. The other standout passives (excluding the last tier of Personas) are:
- The Auto passives: Starting the battle with Auto-Mataru (Attack up), Auto-Raku-Kaja (Defense up), and Auto-Sukukaja(Movement up) are always welcome.
- Energized Spirit and its variants: These passives will replenish a percentage of your SP when you defeat an enemy. Although this is good, it’s not as good as Invigorate.
- Hawkeye: Having one extra square of range for your gun attacks is useful and can save you a turn occasionally.
- Sharp-Eyed Wildcat and its variants: 90% of the enemies in the game will be behind cover. This skill does extra damage to enemies behind cover, so this skill is a no-brainer.
- Mighty Warrior: Deals increased damage when targeting two or more enemies. If you’re using a lot of area-of-effect attacks, which you should, make this and its variants pretty good skills.
- EXP up (Efficiency Aficionado, Knack for Conflict), Money up (Treasure Hunter), and Rare Personas (Keen Eye): These skills are useful if you want to grind anything like party level, money for new weapons/personas, or a rare persona which has a lower drop-rate.
There you have it, although the skills above are good, you shouldn’t take them over Invigorate unless it’s for a specific playstyle, or you’re farming. A lot of the passives you can get from the level 75-96 Personas are strong, and should be used, but you’ll only get a few missions out of some of them.
