Jack wants to get rid of the Meriff’s existence by getting rid of his three hidden ECHOs, so head to the Meriff’s office. Head to the actual office and find the table with the map in the middle of the room. There’s a button on the side that will make a ladder appear that leads into the nearby fish tank, where the first ECHO is located.
Destroy the ECHO after listening to it, then head to the second spot, where you can pull a book on the shelf to reveal a hidden area. On the side of the shelf that moved is a button you can press to reveal a safe, so smash it open, listen to the ECHO and then destroy it afterwards. The third ECHO is hidden inside a wall, which will reveal a slot machine. Pull the lever, listen to the ECHO, then grab it as Jack has a plan.
Bring it to the DJs in Moxxi’s bar and place it where it goes, then go to the statue of the Meriff. Blow off its head, take it and use the jump pad to get onto the rooftop area. Make your way to the rocket, jump on it and place the head on the spike. Head to the console and use it twice to fire the rocket, then go back to the bounty board to finish.
