The scientist’s dying words mention something he tried to recreate and wants you to stop it. For now, you need to go to Lab 19, but you don’t know where it’s located, so head to the waypoint to find another ECHO with more information. The next waypoint is a dead end, but interacting with the console will reveal a hidden lab.

Try to open the hatch, only to find you need an authentication code. It is found elsewhere in the area, but it changes based on a timer. The code is on the wall and the timer is literally to the right of the code, so it might be best to wait until a new code appears before running back to the lab. At the lab, quickly input the code by shooting the left and right arrows, noting that single shot weapons are ideal.

With the correct code, the hatch will open up and reveal the Tiny Destroyer. Watch out for its laser beam and kill it, which shouldn’t be hard since it can’t move. Go to Nakayama in the Hub to get your reward for finishing the mission.
