Detailed Location

This quest continues immediately after finishing Justice Delayed, and your first objective is to meet up with Edgar again, but this time at Caldeum Bazaar. Either jump on your mount and follow the path east, then north, or teleport to the Imperial Library (Caldeum) and head south.

Edgar will be waiting next to the red tent with the cart next to it. Speak to him, and after some dialogue, he’ll join you. Now it’s time to find Osric’s hideout!

The hideout can be found somewhere in the Abandoned Market which is to your north. Head into the next area, and make your way to the upper central part while defeating the Knights along the way. Osric’s hideout is the small building near the balcony.

Enter the “cellar” and follow Edgar into the next room where you’ll find Osric, and his Knights. After confronting him, naturally, it will end up in a battle. This shouldn’t be too tough as Osric is only an Elite enemy, but he is a Barbarian and has access to their skills including Whirlwind, so be careful not to get caught in it. Once you’ve ended Osric’s tyranny, speak to Edgar once more to end the quest line.
