There are a total of 70 Sub-Quests in Tales of Arise. This page is for the Opening up Trade Sub-Quest found in Cysloden, Cyslodia and is available after the events at the Riville Prison Tower and once you have completed the Survey Says… Sub-Quest.

Opening up Trade is a Sub-Quest that involves killing the Boisterous Roper in Ulvhan Grotto.

Once you complete the events at Riville Prison Tower and have Completed the Survey Says… Sub-Quest from Bregon at his Hideout, speak to him a third and final time to receive a final task from him. This time, he’ll inform you that he wants to open trade between Cyslodia and Calaglia and in order to do that, he’ll need some help in dealing with the Gigant that’s taken up refuge in the Ulvhan Grotto.

You may find that you’ve already defeated the beast, the Boisterous Roper during your first visit to the Grotto. If you’ve yet to do so, make your way back to the Grotto and you’ll find it by following the northern path at the first intersection. The Boisterous Roper is only Level 15 and should be no match seeing as you’ve already dealt with a tougher Gigant a moment ago. Once the Boisterous Roper is defeated, you’ll receive and Astral Flower and can deliver the news to Bregon that the path is safe to complete this Sub-Quest.
