The hour you’re given at level 2 is incredibly generous for a development like this. Given the time it’s possible for a village to expand its borders to encompass at least 14 resouurce spots. Do the maths and that encourages an average of 21.4 resources per tile.
When it comes to a swamps an easy symbiosis for lots of resources is to flank Peppermints with minerals. Peppermints gain extra tech for each mineral by them, meaning they can produce 21 resources pre-aspects.
As for the mineral, we would recommend nurturing a desert village in order to equip your Rock Giant with an ambassador. Topaz is the best mineral for the job, generating 22 resources by sitting next to a plant.
Combine these two resources over the course of an hour long session and you’ll hit this development with ease.
